An iron remover is a spray solution that has been specifically formulated to bond & react to iron particles on any surface. Dedicated iron removers aren’t really a maintenance option, especially if you are using waxes, polymer based sealants, or spray protection. They are used when you are completing a decontamination process, which usually happens prior to applying any protection, or machine polishing. If you are looking to reduce iron fallout build up, then you would be looking at a decontamination wash - such as CARPRO IronX Snow Soap - which is a specialised wash that helps reduce the build up of iron. Contamination build up can be effected by a few different factors, such as where you live, if your car is protected, etc. Usually, it is a good idea to use a decontamination wash infused with iron removers every 3-6 months, and use the more dedicated iron removal sprays prior to applying your protective coating.
As Iron removers are often used after washing, it is fine to use iron removers on wet surfaces. If you are wanting to use the iron remover on a dry surface, then you just need to use the products as per the directions, and don’t let the product react for too long as it could dry up. You also need to be careful when using these products in direct sunlight, more so if you are using it on dry surfaces.

Yes and no. Ceramic coatings & PPF are very chemically resistant, and should not be harmed by the use of an iron remover periodically. Waxes, polymer based sealants & sprays on the other hand can definitely be effected by the use of these chemicals, and although they shouldn’t “strip” the protection, they can harm and reduce performance. Iron removers are best used in the decontamination stage before applying protection.
